The JNA almost always had a stable and relatively large budget, which enabled it to be constantly equipped with new resources. Of great importance was the import of T-72 tanks, winning the licensed production of that vehicle under the designation M-84. The domestic tank was of great importance for the future of the breed, especially if one takes into account the unfavorable structure at the beginning of the eighties: 52% T-55 tanks, 41% T-34 and 7% M-47. The mechanized units were equipped with large series of BVP M-80A, which enabled the mechanization of the field, which was insufficient. In addition to this, many other types of equipment were acquired, and at the same time work was done on modernization and modification projects of existing assets. Thanks to these circumstances, the ambition of the military leadership grew, so at the beginning of this period, a mechanized corps and a little later mechanized divisions were formed.
In the middle of 1980, two corps were formed - the first on the territory of Vojvodina, the second on the territory of Kosovo and Metohija. The 12th mechanized corps was formed in the Vojvodina, which was created by the re-formation of the 16th infantry division and from other units. Its composition included the 36th and 51st mechanized brigades, as well as the 18th proletarian, 453rd mtbr and 506th infantry R brigades. With the entry into force of the Jedinstvo reorganization plan in 1988, this corps becomes territorial, mechanized without the epithet. In 1985, the 32nd mechanized division was formed, from which the 32nd Varazdin Corps was later created (Unity plan). It can be said that this is a logical step in the further development of OMJ, because a respectable formation has been created in a very suitable direction for the penetration of enemy forces. The military leadership still believed that the probability of aggression by the Warsaw Pact was greater than by the NATO alliance. In terms of this assessment and the intention to keep the aggression as close to the border as possible in the 1980s, the first line was the 12th mechanized corps in Vojvodina, the 32nd mechanized division in Zagorje, and then units in Slovenia, primarily the 195th brigade in Maribor. The second line was later formed by the Guards Mechanized Division (formed later) and numerous PO regiments and brigades on critical routes. According to this conception, the trench brigades had the task of counterattacking at an opportune moment.
At the same time, the 52nd Corps was created from the operational group from that area. The purpose and purpose of the 52nd Corps in the hot KiM area was different. Of the armored units, only the 15th proletarian infantry brigade had T-34 tanks, but with a plan to transform this brigade into a mechanized one and the 549th regiment into a brigade. It is believed that the experiences from the use and formation of this corps had a great influence on the JNA and served as a model for the later reorganization plan of "Jedinstvo".
